City Assembly

The City Assembly is the representative body of the citizens of the City of Zagreb elected by universal suffrage at direct elections by secret ballot in the manner provided by the law.


The current session of the City Assembly was constituted on 17 June 2021, after the elections on 16 May 2021.


City Assembly:

1. adopts the Statute of the City of Zagreb;
2. adopts decisions and other general acts regulating the issues arising from the self-government scope of the City of Zagreb;
3. adopts the city budget, the decision on budget execution and the decision on temporary financing in accordance with the law;
4. prepares the semi-annual and annual report on budget execution;
5. decides on the acquisition and disposal of immovable and movable property, as well as other assets of the City of Zagreb whose total value exceeds 0.5% of the amount of revenue without receipts generated in the year preceding the year in which the decision is adopted on the acquisition and disposal of immovable and movable property and other assets of the City of Zagreb, that is, whose individual value exceeds HRK 1,000,000 (one million);
6. prepares programmes for the development of certain activities and public needs of importance for the City of Zagreb;
7. adopts physical plans and other physical planning documents in the City of Zagreb;
8. declares protected parts of nature;
9. elects and dismisses the president and the vice-presidents of the City Assembly;
10. adopts the decision on holding a referendum to recall the mayor and his deputies in accordance with the law;
11. Establishes the working bodies of the City Assembly and appoints and dismisses their members;
12. appoints, elects and dismisses other persons defined by law, another regulation, Statute and decisions, and provides endorsements for the appointment, selection and dismissal or provides opinion regarding the appointment of when determined;
13. regulates the local self-government in accordance with the law and this Statute;
14. adopts decisions and other general acts regulating the issues of significance for national minorities;
15. governs the organisation and competence of the city administrative bodies;
16. establishes institutions, companies and other legal entities to perform municipal, social, economic and other activities of interest for the City of Zagreb and decides on their status changes and transformations, in accordance with the law;
17. decides on the termination of institutions and other legal entities in accordance with the law;
18. decides on the acquisition and transfer (purchase and sale) of shares, that is, the shares in companies, unless otherwise defined under the law, this Statute, or a decision by the city;
19. decides on the transfer and takeover of founding rights in accordance with the law and this Statute;
20. grants concessions in cases specified by the law;
21. decides on long-term borrowing of the City of Zagreb, i.e. on borrowing, lending and the issuance of securities;
22. decides on endorsement for long-term borrowing by a legal entity in majority ownership or co-ownership by the City of Zagreb and the institution founded by the City of Zagreb in accordance with the law;
23. decides on providing guarantees to a legal entity in majority ownership or co-ownership by the City of Zagreb and the institution founded by the City of Zagreb for the performance of their obligations in accordance with the law;
24. provides endorsement for the proposals of financial plans for extra-budgetary users and for semi-annual and annual reports on the execution of the subject financial plans;
25. discusses the situation in business activities of significance for the City in the context of the self-government scope of the City of Zagreb;
26. decides on the awarding of Nagrada Grada Zagreba <Award of the City of Zagreb>, Nagrada Zagrepčanka godine <Zagreb Woman of the Year Award>, Nagrada Luka Ritz – Nasilje nije hrabrost <Luka Ritz Award – Violence is not Courage>, proclaims honorary citizens and accepts patronage;
27. adopts decisions on raising or removing monuments;
28. calls elections for the members of city neighbourhood councils and for the members of local board councils;
29. calls a local referendum for the City of Zagreb area and convenes local meetings of citizens;
30. decides on the establishment of associations of local communities and the joining of the City of Zagreb to the associations of local communities;
31. decides on cooperation with other local and regional self-government units and on the permanent establishment of friendly and other cooperation with local and regional units of other states;
32. adopts the Rules of Procedure;
33. adopts individual and other acts from the self-government jurisdiction in accordance with the law and this Statute;
34. performs other tasks determined by this Statute, the law and other regulations.
